However, my wife's PC is only getting roughly 300 down and up to an AT&T server in Houston, TX through speedtest.net. Wife's computer is fairly new, I would assume it has a 1 gig NIC. She has a 6th gen i7 so the CPU won't be bottlenecking it. To do this you could test at different times. If at sometime you can get 900 Mbps but other times you can only get 100 Mbps then it is congestion. If it is consistently at 100 Mbps, then your connection is probably bad.
